I think this is due that this server (current.freebsd.org) runs version of FreeBSD where sgmlfmt was in the distribution yet, am I right? Yes, I can build release of 2.2-STABLE on my 2.1-STABLE machine (it has sgmlfmt), but I can't do it on 2.2-STABLE machine... curious... ;-) -- Ruslan A.
