Norwegian GSM operators allow SMS content providers to send messages
through their SMSC to competitors' customers; they have SMSC peering
set up so that messages to other operators' customers are forwarded to
those operators' SMSCs. AFAIK, this has been the case for as long as
there have been independent SMS content providers in Norway.
