svn diff to fix www/cgichk (patch)

Let's ease the pressure on distcache, shall we? :)

MASTER_SITES
DISTFILE - rename, in order to conform to port framework
(adds) LICENSE
MAINTAINER
distinfo - update to reflect DISTFILE change

Proof it works... :)
