From a quick glance It looks like your config is right.
I'll proceed assuming that it is.

I guess that you are saying that the fbsd box can see the internet:
For example "ping www.freebsd.org" responds on the fbsd box.
First get the win2k box to be able to ping the fbsd box.  this involves
wiring, interfaces and addresses.  Second is to get the win2k box to ping
through the fbsd box.  If that is where you are hung up then I'd check the
gateway address assigned in the IP stack on the win2k box.  Most of the
time that is where the problem is.
