Clarification: A LOCALBASE !=3D /usr/local build fails if DOCS=3Don and BOO=
T=3Doff.
BOOT=3Doff works fine as long as DOCS=3Doff.
Also BOOT=3Don and DOCS=3Don works (if you have an installed ghc).

Same question stands: how to tell the bootstrapped version of ghc to find
libiconv if LOCALBASE !=3D /usr/local?
