It is non-convinient from a program point of view for online-available
(non-WWW) documentation. Better variant will be whole LANG variable as
specified in the environment, i.e. lang.charset

Especially for "man" hierarchy which not belongs here at all. I plan to
make changes in the man program to automatically add LANG to manpath, i.e.
something like
	/usr/share/man/ru_RU.KOI8-R/
	/usr/local/man/ru_RU.KOI8-R/
	etc.  

I treat national man packages as optional, but installed in the _system_
tree as final destination, so their repository (for WWW browsing ability)
can stay under doc CVS, but they must be additionally packaged and
instaled in base system after I fix man.
