i understand about limited resources forcing the number down.
that is not my point.



this may be a semantics game, but, in general,
   do fbsd project_people consider the right_most digit[s] to be
   a "minor_version number",
   a "patch_level" or
   something_else ?

the answer may help clarify my thinking for my follow_up.
