Maybe.

Can you run

pciconf -l pci0:7:3 0:0xff

and send me the results?  Also, do you have 'device card' in  your
kernel (for running -stable or "oldcard" in current)?  NEWCARD doesn't
support PCI PCMCIA chips at this point.
