That's correct, although it would not be difficult to use it for that.
(In fact, a friend will be writing just such a tool shortly.)

Look at it as a network interface plugged into the back of a pty; 
packets sent out the interface are read by the process on the pty,
packets written to the pty are received by the kernel from the
interface.
