There are cards that accept VCR input (cards such as WinTV).
Most all laptops have a TV-out signal but external SVGA to
NTSC converters should be available.  May be he can feed such
a TV-out signal to video in of a winTV card, capture each
frame digitally and send it out over the net?  This should
just "work".  Check out multimedia@freebsd.org archives.
