No need for X11 to be involved. But the issue is caused by the config.txt line: hdmi_safe=3D1 and commenting it out or deleting it and rebooting put things back to what I saw in my non-debug main-build environment. I now have: #hdmi_safe=3D1 in the 13.0-RC1 media's config.txt to avoid the huge font display and such. hdmi_safe=3D1 mode likely makes more environments display at all.
