Hello,

Perhaps this has been answered.  Your tag is wrong.  Should be:
*default tag=RELENG_3

Check out:
http://www.freebsd.org/handbook/synching.html#CVSUP

It shows the valid tags, and warns against using the wrong one.  Didn't
stop me from doing it once, though.
