user-ppp, when started by the default rc scripts, fails to write its pid
file   to /var/run, and also fails to register a socket in /var/run/ppp.
When user-ppp is started manually, either from a script in
/usr/local/etc/rc.d, or by hand via the command line, the files get created
normally.

Enable user-ppp to start at boot-up by placing ppp_enable="YES" in
etc/rc.conf.
