I Tested this pr, successfully [de|re]install|package|pkg_add.

I think the availability issue is solved permanently by this patch by 
not using the upstream's website anymore but using sourceforce 
dl cluster which does not delete released files.

fetch (path) issue is solved due split of port into textproc/libuninameslist.

Also tested successfully ports/58865
