Check out ``15.1.2. Building a ppp ready kernel'' in the handbook.

The RUNNING flag just indicates that the interface has been used 
before.  It doesn't prevent the device from being opened again.

The only thing that should prevent a tun device from being used is if 
another process has it open.  Try running ``fstat /dev/tunX'' to see 
what's upsetting things.
