What's the reasoning behind this? How is FF10 any less of a digit than
0030?

0030;DIGIT ZERO;Nd;0;EN;;0;0;0;N;;;;;
FF10;FULLWIDTH DIGIT ZERO;Nd;0;EN;<wide> 0030;0;0;0;N;;;;;
