That's what I've done in the short term.

In theory you can do this with the olink element.  I'm not entirely sure
how it's all supposed to hang together though.

There are about 350 intradocument links in the Handbook.  I don't know
how many of those cross chapters though, or how many of them would cross
any sectional boundaries that we might want to put in place.

If you've got a table of contents that should be nicely hyperlinked (I
use acroread4, and it works there), and any internal document links
should work as well -- it's always worked for me.
