I use to run a simular setup.......
Look up isdn4bsd (ftp://isdn4bsd@ftp.consol.de/pub)  userid + isdn4bds
mail address as password.  It works really well....I do believe you
should upgrade to 2.2.7.....I had no problem with a USR and they also
support motorola Bitsurfers.

It works very well.  The only problem I had was bring up the second
channel after reciving a fax.  Which I fixed.
