update devel/libclc to 20160915 snapshot

There does not appear to be any regular releases of libclc. The snapshot we=
 had
the port at was not compatible with LLVM 3.9. Since the Mesa ports are movi=
ng
to newer Mesa and require libclc as a build dependency, libclc should be
updated to use the same LLVM version. This patch updates to the last known
working version of libclc that is compatible with LLVM 3.9. The next round =
of
commits after this point broke the build and shortly after it was marked as
requiring LLVM 4.0, so this is as up to date as libclc can be at the moment.

QA: stage-qa and check-orphans are clean on 11 amd64 and this version is wh=
at I
used to build the Mesa 13 port which are running here for a couple weeks.
