Looks like it's part of the tcl8[01] port:

ben@scientia:/var/db/pkg$ grep tclsh */+CONTENTS
tcl-8.0.5/+CONTENTS:man/man1/tclsh.1.gz
tcl-8.0.5/+CONTENTS:bin/tclsh8.0

Any good?
