Not everybody submits quality PRs, and sometimes it takes more work than a
committer really wants to spend time on on X, Y, or Z PR.

I take the time to check out a few PRs and transfer them to me, then I whet
down my list until I have none left. Some PRs, I just take out immediately.
It all depends on the quality and the amount of work involved in a PR, and
the communication skills of the originator.
