I would look at the vmstats to see what is going on with UMA (vmstat -z); t=
he
implication is that while ARC has been evicted it has not been freed.

If you recall I chased this some years ago but that was before OpenZFS was
imported.  The issue that led to trouble in this area, however, may still be
present at the VM level.
