Two things come to mind:

1. Did you rehash (hash -r, whatever) after installing XFree86? 

2. I downloaded the necessary files directly from xfree86.org (they have
FreeBSD-configured tgzs). If you try that route, be sure to get at
least all *required* tgzs, put them in an empty directory, go 'sh
Xinstall.sh' and off you go. Then rehash, and type 'xf86cfg'.

NOTE: this worked for _me_, which doesn't necessarily mean it'll work
for you...
