Default locale don't have thousands separator as you can see:

static const struct lc_numeric_T _C_numeric_locale = {
        ".",            /* decimal_point */
        "",             /* thousands_sep */
        numempty        /* grouping */
};

Something wrong in your default locale setup, use LC_ALL=C for sure.
