Only when you use root on UFS then /dev unmount is fatal.  If you boot over
NFS, or e.g. boot from UFS but then re-root into tmpfs, /dev is not that
significant.

Also, I do not think that it is worth so much hand-holding of user as to im=
ply
the policy at the mount points.
