No.  ftp-master never allows anon.

When ftp-master is updated with 5.3-BETA1, it will then be possible for
the mirror sites to d/l it to make it available for the general public.
ftp-master is only available to mirror sites.  When it becomes available
on your local mirror is dependent on their sync schedule.
