Not true. Installing the old kde3-i18n-* package will attempt to
downgrade your gettext and leave you with a bit of a mess because of the
LIB_DEPENDS. In that case, you are correct about the lib dep being wrong
if no code is produced.

You should not do that because you do not have the authority to do so.
You were recently reminded of this by Will, with regard to committing
the qt-3.0.5 upgrade before we were ready to do so.

I'll think about this; if I decide in favor of it, I will take care of
it, as it is easily scripted. I see no reason not to do it; this is a
constructive suggestion that will improve things in the long run. 

Please be aware that it will mean another PORTREVISION bump for all 51
of those ports, because the contents of the package (the runtime
dependency list) will change. So, please don't complain when that
happens; if it's going to be done, it needs to be forced out.
