I don't know how the CDs are split up, but I can answer some general
questions.

 * 1. Will this work for recent and future CDs too? Will packages/Latest
 * be found on CD1 for all versions over, say, the past year and the first

There is no plan for packages/Latest to go away, so yes, it should
work in the future too.

 * 3. packages/Latest doesn't contain as many files as packages/All, and
 * the difference would be due to more than one version of some packages
 * existing in packages/All. Is there any other reason why a package might
 * not be listed in packages/Latest?

No, that's the only one that I can think of.  (Technically, the porter
could have set NO_LATEST_LINK for a port that doesn't have any cousins
and that would make the Latest link disappear, but I don't know why
anyone would want to do that.)
