Subject:   make release procedure

I'm wondering what the "proper" make release procedure is.  I was under
the impression that it's supposed to be a standalone process, however
at the moment it requires a  'cd /usr/src/include && make osreldate.h'
first, so I assuming it's not supposed to be a standalone procedure.

I apologize if I missed a previous answer to this question in the
archives or in documentation.
