"make DEFAULT_VERSIONS=gcc=8 -V FC" prints gfortran8 here so it should
work.  Make sure you don't set DEFAULT_VERSIONS elsewhere and that the
make.conf is actually used (insert a .error directive or something and
check that it fails).
