This was relevant at least some time ago, and, I think, still holds.
In fact, this is my biggest issue with portupgrade.

When installing new port, portupgrade shall install all dependencies
itself. This way customization of the ports knobs in pkgtools.conf
would be honored. I do not know whether this could be done by changes
to portupgrade only or the help from the ports infrastructure is
required.
