The package system doesn't do ftps.  I just double checked to make sure
it hadn't been changed, and this is still the case.

There is no need or advantage for a user to have the ncftp client as part
of a base system.  People who want to build packages from scratch may want
it,  and if so, there's a package with ncftp already there for them.

I don't see a requirement for us to force ncftp into the source tree.

  I think the reasoning behind needing ncftp is that pkg_install relies on it
  to fetch files. Granted, the same is possible with ftp, but trickier to
  implement -- or a couple of extra features could be added to ftp to make
  it less tricky (for instance .netrc accepted in current directory).
