Hi Glenn,

It's registered in the portsdatabase as being installed. Even if you
move all corresponding files it's still marked as installed:

pkg_delete mod_php4-4.3.7_3,1 and then going to /usr/ports/lang/php4-cli
  to do the make install, should work fine then..

Perhaps you can try that...
