Can you explain to me how a weekly/monthly message to the list would be helpful
if people don't have to be subscribed to post to the list.  The people who need
this information most are the ones who AREN'T subscribed already.  While I can
see value in sending such a message, I think this list still needs to require
you to be subscribed before you post.  Maybe we could have that informational
message be sent when you subscribe to the list, so that everyone new to the
list would at least have been sent the info once.

Just a thought.
