Timeout problems are almost surely a case of misconfigured hardware -- shared IRQs, I/O port misconfigurations, etc. Your card probably came with some (ick!) DOS software to set it up. Your best bet is to go ahead and run this software. Pick a configuration that is least likely to cause conflicts (i/o 0x300, irq 5 will usually work fine), then reset your hardware and go into FreeBSD. If your board has a "Plug and Play" setting (either a software setting or a physical jumper or switch), DISABLE IT!!!!
