Not specifically.  In a few cases, that could be the case, but I think
the message is intended to refer to the device *node* (not the
physical device) being unconfigured.

You're depending on your fstab here, which you didn't show.  
How about "mount -t cd9660 /dev/acd0c /cdrom"?
Do /cdrom and /cdrw exist?
