powerd should grow signal handling to trigger it into high and low performance
modes. Sending for example USR1 could make it switch between adaptive to
minimum and USR2 between adaptive and maximum.

That would allow the running in minimum mode while not doing anything big and
quickly switching to adaptive mode open office. Or switch to minimum mode when closing the lid.
