Have you read /usr/share/sendmail/cf/README?

  "The new files available for sendmail 8.9 --
  the class {R} /etc/mail/relay-domains and the access database
  /etc/mail/access -- take advantage of this new directory."

If course, this involved knowing which version of FreeBSD and
sendmail you're running...

As for SpamAssassin:

  from <http://au2.spamassassin.org/where.html>;

  MTA-Level Integration (Site-Wide Use)

  Lists three different sendmail links.
