sysutils/intel-pcm: update to 2.11.1

 - move to official github project
 - update comment to changes in project focus
 - add license file
 - drop use of compiler:c1++11-lib, no longer needed
 - remove patch for pci.cpp, no longer needed
 - update pkg-descr with text from new website

Before Intel discontinued development of their PCM tools I had downloaded
version 2.11.1 and comparing to the code from github, they are almost
identical.  The differences to the code concern Windows and Mac, not Linux =
or
FreeBSD.  Thus, I am calling this version 2.11.1 despite an official releas=
e,
or tag, from the new github project.

All changes from erikarn/intel-pcm appear to be included in this release.
