I think this is an issue only in MSI-X mode; I tried an 82754L in MSI mode =
and
unplugging/plugging in the cable behaved as expected.

We should check the IVAR, IMS, and other interrupt-cause-related registers,
since it appears the link interrupt isn't even being generated.
