Here's a rough translation of what the log says..

looks a bit like a freeBSD problem..

do the tcpdump with the windows box doing the pppoe..
i.e. put them on the same ehternet segment. the BSD box just listenning...

etc.

this actually sounds like a FreeBSD (foo) problem.

1/ firstly we didn't respond to the initial session (at least not quick
enough) (why not...? 2 seconds is more than enough time)
2/ We didn't abort when the link was closed..
