Check /usr/local/etc/pam.d/cups -- change it to use pam_unix rather than
pam_unknown.  (pam_unknown is, errr..., unknown on FreeBSD...)
Like this:

auth	required 	pam_unix.so nodelay
account	required		pam_unix.so
