'Unless the ftp user is su...' I'm not sure what that means, but
setting things up as you describe should be a breeze.

Just make the home directory of the anonymous ftp user (ftp) '/var/ftp'
and then set up the account as described in 'man ftpd'.

Or are you trying to do something more complicated?
