It is a tad obscure, and could be made more obvious, with a link that said
something like "To get more information on Mailing Lists, click here". But=
 you'll
note that the phrase "Mailing Lists" is a link. That leads you to:

http://www.freebsd.org/handbook/eresources.html#ERESOURCES-MAIL

Which gives you all the lists, and, at the bottom, information on how to 
subscribe.
