Errr...  not quite (to my knowledge).  The PS/2 mouse is generally on IRQ 12
(I *know* mine is).  A bus mouse (which may be connected via a simple
8-bit-only plug-in card) is often on a low IRQ, such as IRQ 5 (only low IRQs
are available on an 8-bit card).
