One other point of reference that would help explain some of this. My
installation of python37 was a new install. I was not upgrading a previously
installed version. There were no sharables or header files from n older ver=
sion
present.

Looks like the build will select an existing file as opposed to one in the =
work
directory. This is not a new issue.
