Gogs doesn't need nginx, why do you depend on it?

For what I am concerned, SQLite should be sufficient for any practical
purposes. They only store some general accounting and log info there.

I will make LOCALDB option, and make DB dependencies predicated on it and
corresponding options.

You can still test it if you ignore checksums: make checksums.
