The fact that the system CAN or DOES use a lot of swap doesn't mean that it NEEDS to use a lot of swap or that it buys you much. It can just be hanging on to data in case it will need it in the future; often it will never need it and even when it does, the time saved is negligible in most cases and definitely so when devising rules of thumb (because you don't devise them to support efficient thrashing).
