Ok, so there are sources, but the driver structure from 4.x and 5.x
differs a lot from 3.x, so they cannot work.

Probably you weren't root, pciconf -lv needs root riviliges.
With a 4.9-stable, it looks like this:

In the case above, the entries of:
pcib2 and pci3 are important, could you post them?
