Part of the problem here is that we are trying to codify commonsense.  
It's obviously clear that we don't want eg. John Dyson removing all of 
the VM code in a fit of pique before he quits, but the basic philosophy 
is sound.  I couldn't crystallise my misgivings about this, so I let it 
lie.

This is very true, and we need to find a form where these people can do 
the things that need to be done, but in a fashion that is deemed 
acceptable to the community.

Indeed.  This speaks again to an executive group outside of core, in 
much the same fashion that you have a salaried executive under the 
elected political body in a western parliamentary system.
